So I have a new video card coming but I've decided to go ahead and update the motherboard, processor and install 64bit Windows. To move rFactor, can I simply just install it and then copy over my Rfactor folder? Also, all my user settings are stored way down in the Users folder in a hidden directory. I assume I can just copy that over also? When I install, can I choose a different directory for the user settings?

Stinky...I've just been grabbing the complete folder and dropping it on various machines, i don't think you need to actually reinstal it...I could be wrong

You can as Ian said just copy it over, you just need to relink the short cuts. And I don't see why the way you want to do it wont work either.
If it's a fresh machine, you may want to do it your way to get the registry files in the PC. Could cause some problems if not.
Also, if your setting are hidden, you may want to go onto folder options and set it so you can see all files and folders

Thanks! I hope to be up and running with it soon. I'm curious though, I've seen different posts about the user file being located somewhere like Program Files\rFactor\Userdata, but my user data is buried down in Users\me\AppData\Local\ VirtualStore........way the hell down in there. Is there something you can change to get that to point to the rFactor folder instead?

Run the game as Administrator and it should put the files in the game. Right click the shortcut and select Run as Administrator.
