I was having the same issue with the wheel feeling loose on the straights and very stiff on the corners, then I read this and adjusted the FFB to -65. I might try -100 again but my dfgt was also rattling like crazy in the pits. As far as the real feel plugin goes, I have that in the plugins folder, and when I start the game and sitting in the paddock, I hear a female version of stephen hawking say what I think is Real Feel enabled. Is this correct?

Make sure you have the RealFeel steering upgrade purchased (in showroom where you select your car). With the wheel "rattling" in the pits, then smooths out once you exit, sounds about right for the V8FU mod. Several mods behave like this, but not all of them.
Sounds like you have the +/- bit figured out. It varies with the mods (some you'll end up running +, some -). You will know if you need to flip it as soon as you pull out of your pit stall. If the steering feels like it's "falling over" as you come off center, you need to flip the +/- on your FFB percentage.
